Save yourself alot of trouble and just do the above. I have the same issues with wiring, I hate it...
I bought my bug, and when I stepped on the brakes, the headlights went out... no turn signals, brake lights, and the horn came on with the radio...
But my harness came complete with fairly competent instructions, I followed my diagram in my motor manual along with it...
I completed the process in about a weekend. Two days.
But chasing down shorts, & replacing spaghetti messes of previous owners is a very long painful process.
Starting from scratch is much less so.

get your self a good book that has a wiring diagram in it,check your connections and grounds and it helps to have a good test light

Before you do anything else, remove all the fuses, wire brush all the contact points with a brass brush including the ends of the fuses. reinstall the fuses and see what starts working again.

take all bulbs out and clean with wire brush and also clean contacts,..put lithium grease on the bulb and contacts,.check all grounds,..thats usually the problem with vw's. I know it sounds too simple but your still gonna have to do it weather ou start replacing parts or not.

Do your ft parking lights work w/ the lights off. I read/heard 67' ft park light turn off when head lights are on, that's how mine is...

got everything working cleaned fuses had some bad grounds and replaced brake light swithces on master cyl.
When I first hit the road in my '69 Beetle I pre-inspected it before taking it down to get a state inspection. When I got there one headlight wouldn't work. Damn! Bought a new one, still wouldn't work! Damn again!
Meredith told me that the aluminum fuses corrode and cause this problem. I fixed it at the inspection station just by wiggling the fuses. Later I bought all brass fuses like what came in it from Germany and in several years nothing has failed to work. Those cheap aluminum fuses like you buy at Auto Zone are more trouble than they are worth. Just my two cents worth.
